各市商务主管部门:
为贯彻落实省委、省政府做好新型冠状病毒感染的肺炎疫情防控工作决策部署,保障全省外经贸企业复工生产,全力稳外贸、稳外资,把疫情影响降到最低,现提出如下意见。
一、支持企业尽早复工生产
(一)建立企业复工生产调度机制。建立外贸、外资企业复工生产日调度机制,对已复工的要靠上服务、加快进度,对能复工的要督促尽快复工,对暂时还不具备复工条件的,指导企业积极做好前期准备工作。
(二)积极协调解决企业复工难题。积极推进骨干出口企业、重点外资企业复工生产,对生产中遇到的防疫物资短缺、招工用工难、物流运输不畅、供应链不配套、资金紧张等问题,各地商务主管部门要积极争取当地党委政府支持,逐项加以解决,帮助企业渡过难关。
(三)提前下拨外经贸专项资金。一季度前,将外经贸企业投保出口信用保险、外贸转型升级试点县、境外投资合作、高端外派劳务基地培育建设、走出去风险保障平台等部分2020年度省级外经贸发展专项资金提前下拨到各市。各市要尽早安排资金使用计划,制定资金使用办法,加快支出进度,确保企业早受益。
二、主动扩大防疫物资进口
(四)加大防疫物资进口贴息支持。对企业在省突发公共卫生事件一级响应期内进口的医用防护用品、消毒用品、检测试剂、医疗器械等防疫物资,按中国人民银行公布的人民币1年期贷款基准利率给予贴息支持。具体防疫物资名录为商务部重点调度的医用防护物资产品。 
(五)支持境外投资企业扩大防疫物资进口。支持我省境外企业充分利用境外资源渠道,加强与国外合作方、供应商及客户联系,组织生产、采购、捐赠疫情防控急需医疗物资、设备及防护物品。
(六)加大进口便利化政策宣传力度。会同海关、税务、信保等单位,通过电话、微信群等方式及时将通关“零延时”验放、捐赠防疫物资免进口税、防疫物资进口企业资质放宽、疫情防控用品全球供应商等信息发送到各相关企业,指导企业用足用好便利化政策扩大进口。
三、加大国际市场开拓力度
(七)多措并举开拓国际市场。指导企业用足用好跨境电商零售进口监管、零售出口“无票免税”等政策,统筹整合省级跨境电商公共海外仓资源,加大国际市场开拓力度。发挥企业国际营销体系公共服务平台作用,延长贸易供应链。引导企业及时调整近期贸易促进活动,加大网上广交会、华交会的参与力度,维持并扩大国际市场客户和销售渠道。
(八)调整重大境外展览活动。根据疫情发展情况今年一季度部分赴境外展览活动延期或取消,原定3月中旬的中国山东出口商品(日本大阪)展览会延期到8月中旬。
四、加强贸易救济处置服务
(九)强化贸易救济法律咨询服务。省厅组成商务法律服务工作组,采取各市分组、网上培训、在线答疑的方式,为企业提供及时有效的合规体检和法律咨询服务,包括疫情期间主要国家的贸易救济调查和技术性贸易壁垒应对、有关国家贸易限制措施应对、国际卫生条例解读等。
(十)指导企业妥善处理贸易纠纷。健全贸易摩擦和预警机制,及时公开发布疫情期间国际贸易风险提示,对贸易纠纷早发现、早化解,制定差异化应对方法。对受新型冠状病毒感染的肺炎疫情影响,导致无法如期履行或不能履行国际贸易合同的,指导企业向当地贸促部门或国家纺织、轻工、五矿、食土、机电、医保6家进出口商会联系申请办理与不可抗力相关的事实性证明。
五、支持外资项目加快落地
(十一)加快推进重大外资项目落地。对本地重点外资项目,达到疫情防控条件的抓紧组织开工。强化前期重点签约项目跟踪调度,加强联系沟通,争取早日落地见效。围绕疫情防控需要,谋划储备一批带动力强的医养健康新项目。
(十二)强化对外商投资企业跟踪服务。发挥外商投资企业“服务大使”作用,及时向外商投资企业传递疫情防控信息、国家和省里支持企业发展政策措施,协助解决或及时向上反映企业投资经营中的困难和问题,协助外商投资企业做好与各方的沟通,稳定外商投资预期。
(十三)化危为机补链延链强链。把握为企业协调解决问题困难、复工生产等时机,摸清外商投资企业重点是世界500强和行业领军企业产业链情况,针对短板弱项,实施靶向精准招商,补链、延链、强链,助力形成全产业链条,打造高端产业集群。
(十四)大力推行网上招商。发挥好“选择山东”云平台作用,完善“选择山东”云平台功能,建设并开通“选择山东”云平台线上“云招商”、“云招聘”智能系统,组织“线上招商会”、“在线招聘会”等线上推广活动。
(十五)及早筹划重大经贸推介活动。按照疫情防控要求,对已安排的境内外招商活动时间进行调整;针对招商对象需求,坚持结果导向,认真做好招商活动前期策划,细化实化活动内容,创新活动形式。筹备组织好第二届跨国公司领导人青岛峰会、第二届儒商大会、“粤港澳山东周”、“美国商务周”“欧洲商务周”等重点经贸活动。
(十六)更好发挥省政府驻外经贸代表处平台作用。各市要发挥好省政府驻外经贸代表处作用,及时将项目需求与驻外经贸代表处深入对接,提出精准招商引资及项目合作意向。驻外经贸代表处要全力承接起当前境外招商任务,围绕各市对接项目,积极开展项目洽谈工作,确保招商引资不断链。

(2) Actively coordinate and solve the problems of resuming work. Actively promote the resumption of production of key export enterprises and key foreign-funded enterprises. For the problems of shortage of epidemic prevention materials, difficulty in recruiting workers, poor logistics and transportation, unmatched supply chains, and tight funds, etc., local commercial authorities must actively fight for local party committees. The government supports and solves each item one by one to help the company overcome the difficulties.
(3) Allocating special funds for foreign trade and economic cooperation in advance. Before the first quarter, the 2020 provincial foreign trade and economic development special funds including the foreign trade and economic enterprises insured for export credit insurance, foreign trade transformation and upgrade pilot counties, overseas investment cooperation, cultivation and construction of high-end overseas labor service bases, and overseas risk protection platforms were allocated in advance. 2. Proactively expand the import of epidemic prevention materials

(5) Support overseas investment enterprises to expand the import of anti-epidemic materials. (6) Strengthen the promotion of import facilitation policies.
