Since the pilot work of comprehensively deepening the innovative development of trade in services has been carried out for two years, the Ministry of Commerce, together with relevant departments, has guided the pilot regions to focus on key tasks, adhere to innovation leadership, and explore and carry out pilot projects, which have achieved positive results. Up to now, the implementation rate of the 122 specific measures proposed in the overall pilot program has exceeded 90%. The State Council approved the implementation of 5 laws and regulations in the pilot areas, involving market opening such as travel, commercial franchise, patent agency services, technology import and export, and exhibition holding, all of which have been implemented and achieved initial results. The 28 pilot regions have explored a number of institutional innovations in improving the management system, expanding opening up, improving convenience, innovating development models, improving promotion mechanisms, and optimizing policy systems. A total of 33 "best practice cases" were approved to be promoted nationwide.

It has been three years now. In the past three years, what has been the effect of the construction of these pilot free trade zones, and what aspects are their characteristics reflected in?
In the past three years since the establishment of the Lingang New Area of the Shanghai Pilot Free Trade Zone and the six pilot free trade zones in Shandong, the Ministry of Commerce, together with relevant localities and departments, has thoroughly implemented the deployment of the Party Central Committee and the State Council, and solidly promoted the implementation of the pilot tasks of the overall plan. The 713 pilot tasks identified in the plan have been basically implemented. The respective pilot trade zones have carried out in-depth differentiated and integrated institutional innovations around strategic positioning and development goals, launched a number of in-depth reform items and high-level opening-up measures, and played an exemplary and leading role. The construction results are mainly reflected in the following aspects:
First, an institutional system with investment and trade liberalization as the core has been basically formed in the Lingang New Area. The Lingang New Area of the Shanghai Pilot Free Trade Zone focuses on investment freedom, trade freedom, capital freedom, transportation freedom, personnel freedom of employment, and rapid information connectivity, in-depth innovation and continuous improvement of the institutional system. For example, in terms of trade, the Yangshan Special Comprehensive Bonded Zone has been constructed, and a new customs supervision system represented by first-line clearance, second-line one-sided declaration, and no account books in the zone has been established. In terms of investment, capital and other aspects, it took the lead in implementing the registration and confirmation system for market entities, and took the lead in launching the pilot program of a cross-border capital pool combining local and foreign currencies.
The second is to give full play to the role of radiating and leading the development of border opening up. Guangxi, Yunnan, and Heilongjiang, as my country's first pilot free trade zones in the border areas, promote reform and exploration around cross-border cooperation, and promote the continuous improvement of the level of border opening and development. For example, in terms of cross-border channels, Guangxi has opened sea-rail intermodal trains such as "Xi'an-Beibu Gulf Port". In the first half of this year, more than 4,100 trains were operated, a year-on-year increase of 42%. In terms of cross-border trade, Yunnan has innovated the "Internet + Border Resident Mutual Market" model to help the healthy development of the Border Resident Mutual Market. In terms of cross-border finance, Heilongjiang has launched a pilot cross-border financial blockchain service platform to facilitate the use of cross-border funds by foreign-related enterprises and reduce financing costs.
Third, the innovation of differentiated systems has achieved outstanding results. The respective pilot trade zones combine strategic positioning and location advantages to carry out in-depth differentiated exploration and actively serve major national strategies. For example, Shandong Pilot Free Trade Zone develops the marine economy with high quality, promotes the integrated development of marine engineering equipment and marine ranching, and the number of confirmed rights of marine ranching platforms ranks among the top in the country. Hebei Pilot Free Trade Zone has undertaken the Beijing non-capital function relief project in an orderly manner, established a joint meeting system with the Beijing and Tianjin Pilot Free Trade Zones, and strived to create a demonstration model for the coordinated development of Beijing, Tianjin and Hebei. Shanghai, Jiangsu, Shandong and other pilot free trade zones participated in the establishment of the Yangtze River Delta Pilot Free Trade Zone Alliance and the Yellow River Basin Pilot Free Trade Zone Alliance, respectively, to promote the integrated development of the Yangtze River Delta region and the ecological protection and high-quality development of the Yellow River Basin.
The fourth is to accelerate the agglomeration and development of characteristic and advantageous industries. Based on the resource endowment, the respective trade pilot zones will carry out system integration reform and innovation around the industrial chain, and promote the innovation and agglomeration development of the industrial chain and supply chain. For example, the Jiangsu Pilot Free Trade Zone has empowered the development of the biopharmaceutical industry through the integration of the entire industry chain. In recent years, nearly 3,000 biopharmaceutical enterprises have been gathered. The output value in 2021 will exceed 250 billion yuan, and the average annual growth rate will remain above 20%.
In the past three years, the Lingang New Area of Shanghai Pilot Free Trade Zone and six pilot free trade zones including Shandong have explored and formed a number of high-level institutional innovation achievements, which have been replicated and promoted throughout the country or provinces, driving the continuous optimization of the business environment. In the first half of this year, the actual use of foreign capital in the Lingang New Area was 7 billion yuan, a year-on-year increase of 4.5 times; the import and export of the six pilot free trade zones including Shandong increased by 17.1% year-on-year, 7.7 percentage points higher than the national level; the actual use of foreign capital increased by 23.5% year-on-year. 6.1 percentage points higher than the national level.

From January to July this year, the actual use of foreign capital across the country increased by 17.3% year-on-year. In the context of the sluggish world economy, what are the reasons for the substantial increase in investment in China by major global economies?
Since the beginning of this year, the actual use of foreign capital across the country has continued to grow, and the Chinese market has remained relatively attractive to foreign capital. We think there are four main reasons:
First, China's comprehensive industrial system, super-large market, stable social situation, and long-term positive economic fundamentals have created a good foundation for foreign-funded enterprises to develop in China.
Second, the constantly open market provides more opportunities for investment and business development. This year, we implemented a new version of the negative list for foreign investment access across the country and pilot free trade zones to further ease market access for foreign capital.
The third is to continuously optimize the business environment to enhance the investment confidence of foreign-funded enterprises. According to the decisions and arrangements of the CPC Central Committee and the State Council, various localities and relevant departments have formulated a series of policies and measures to stabilize foreign investment, actively responded to the demands of foreign-funded enterprises to facilitate business in China, and enhanced their sense of gain. At the same time, we organized and completed the cleaning up of regulatory documents inconsistent with the Foreign Investment Law, and promoted the abolition, revision and formulation of 520 regulatory documents, which further improved the legal environment for foreign investment.
