2019年4月，中国与乌拉圭双方海关正式签署了《中华人民共和国海关总署和乌拉圭东岸共和国国家海关署关于中国海关企业信用管理制度与乌拉圭海关AEO制度互认的安排》（以下简称《互认安排》），决定自2022年1月26日起正式实施。现就有关事项公告如下：

　　一、根据《互认安排》规定，中乌双方相互认可对方海关的“经认证的经营者”（Authorized Economic Operator，简称“AEO企业”），为双方AEO企业的进出口货物提供通关便利。其中，乌拉圭海关认可中国海关高级认证企业为互认的AEO企业，中国海关认可经乌拉圭海关认证的企业为互认的AEO企业。

　　二、中乌双方海关在进出口货物通关时，相互给予对方AEO企业如下通关便利措施：适用较低的单证审核率；降低进出口货物的查验率；对需要实货检查的货物给予优先查验；指定海关联络员，负责沟通解决AEO企业在通关中遇到的问题；由于安全警戒级别提高、边境关闭、自然灾害、危险突发事件或是其他重大事故等造成国际贸易中断，在贸易恢复后优先通关。

　　三、与乌拉圭有进出口贸易的中国海关高级认证企业，需要将AEO编码（AEOCN+在中国海关注册登记和备案的10位企业编码，例如AEOCN0123456789）告知乌拉圭进口商或出口商，由其按照乌拉圭海关规定申报，乌拉圭海关确认中国海关AEO企业身份并给予相关便利措施。

　　四、企业自乌拉圭AEO企业进口货物时，需要分别在进口报关单“境外发货人”栏目中的“境外发货人编码”一栏和水、空运货运舱单中的“发货人AEO编码”一栏填写乌拉圭发货人的AEO编码；企业向乌拉圭AEO企业出口货物时，需要分别在出口报关单“境外收货人”栏目中的“境外收货人编码”一栏和水、空运货运舱单中的“收货人AEO编码”一栏填写乌拉圭收货人的AEO编码。填写方式为：“国别代码（UY）+AEO企业编码（12位数字）”，例如“UY123456789012”。中国海关确认乌拉圭AEO企业身份并给予相关便利措施。

In April 2019, the customs of China and Uruguay officially signed the "Arrangement on Mutual Recognition of China Customs Enterprise Credit Management System and Uruguay Customs AEO System" between the General Administration of Customs of the People's Republic of China and the State Customs Administration of the Eastern Republic of Uruguay (hereinafter referred to as the "Mutual Recognition Arrangement"). 1. Among them, Uruguay Customs recognizes China Customs advanced certification companies as mutually recognized AEO companies, and China Customs recognizes companies certified by Uruguay Customs as mutually recognized AEO companies.

2. When customs clearance of imported and exported goods, the customs of China and Uzbekistan provide each other with the following customs clearance facilitation measures: apply a lower document review rate; reduce the inspection rate of imported and exported goods; give priority to inspection of goods that require physical inspection ; Designate customs liaison officers to communicate and solve the problems encountered by AEO enterprises in customs clearance; due to increased security alert levels, border closures, natural disasters, dangerous emergencies or other major accidents caused by international trade interruptions, after trade resumes Priority clearance.

3. The Chinese customs senior certified enterprises that have import and export trade with Uruguay need to inform the Uruguayan importer or exporter of the AEO code (AEOCN + 10-digit enterprise code registered and filed with the Chinese customs, such as AEOCN0123456789), and they will follow the Uruguay customs. Declaration is required, Uruguay Customs confirms the identity of China Customs AEO enterprise and provides relevant facilitation measures.

4. When an enterprise imports goods from AEO enterprises in Uruguay, it needs to separately enter the "Overseas Shipper Code" column in the "Overseas Shipper" column of the import declaration form and the "Shipper AEO Code" in the water and air freight manifests. Fill in the AEO code of the Uruguayan consignor in the "" column; when an enterprise exports goods to a Uruguayan AEO enterprise, it needs to separately enter the "Overseas Consignee Code" column in the "Overseas Consignee" column of the export declaration form and the water and air freight. Fill in the Uruguay consignee's AEO code in the "Consignee AEO Code" column in the manifest. The filling method is: "country code (UY) + AEO enterprise code (12 digits)", such as "UY123456789012". China Customs confirms the identity of Uruguay's AEO enterprise and provides relevant facilitation measures.
